Policy Watch: MassHealth Redetermination Process Met Expectations

The 14-month effort to redetermine eligibility for members of MassHealth -- Massachusetts' Medicaid program – led to reducing the number of enrollees statewide by about 360,000 individuals. This process began in April 2023, when nearly 2.4 million Massachusetts residents were MassHealth members. After the redetermination process, slightly more than 2 million continue to be enrolled. Those results met projections by the Massachusetts Executive Office of Health and Human Services.

The MassHealth redetermination process was part of a national effort post-pandemic to review the eligibility of Medicaid enrollees. It marked the end of pandemic-era provisions that suspended the annual review of Medicaid enrollee eligibility. In Massachusetts, the redetermination effort featured public-private partnerships to ensure community outreach and engagement reached those at greatest risk to lose coverage inappropriately.

The redetermination results were reviewed in a recent Boston Globe article that prominently featured leaders from the Framingham community. State agencies contracted with nonprofit organization Health Care for All to support focused outreach in 15 regions of Massachusetts with large numbers of MassHealth enrollees. In Framingham, community leaders shared how the state invested in them as trusted community leaders to ensure area residents were well-informed and supported through the process.
